IRETA Executive Director Dr. Eric Hulsey presented at the County Commissioners Association of Pennsylvania (CCAP) 2025 Annual Conference on Monday, November 24th. His session, “OSPRI: Opioid Settlement Principles Resource and Indicators,” introduced county leaders to practical tools for planning, evaluating, and strengthening opioid settlement investments. The presentation was part of CCAP’s efforts to support counties as they navigate evolving challenges.
Dr. Hulsey outlined how the Opioid Settlement Principles Resource and Indicators (OSPRI) tool supports counties in identifying priority areas, selecting relevant indicators, and aligning settlement-funded initiatives with evidence-based strategies. Using real-world examples, he walked participants through OSPRI’s step-by-step framework—beginning with defining goals, refining parameters, tailoring results, and using data to inform ongoing decision-making.

The presentation also provided an overview of the scale and complexity of substance use disorder (SUD) funding in Pennsylvania, including how opioid settlement resources fit within the larger landscape of prevention, treatment, recovery, and harm reduction financing. Dr. Hulsey highlighted resources from national organizations, including technical assistance IRETA can provide to counties as they plan their responses to the overdose epidemic.
