Presenters discuss the benefits and barriers to implementing SBIRT in family healthcare clinics in Orange County, CA. From asking for partners to hiring staff to agency protocols and developing a resource directory, they discuss their lessons learned as they work to implement SBIRT.
Presenter
Cary Clevenger, LCSW is a Service Chief II with our Quality Review and Training department. He has been involved with the SBIRT implementation at UCI since the inception. He is the direct administrative and clinical supervisor for the SBIRT team at UCI. He has his BA in Psychology from UCLA and his Master’s degree from UCLA in Social work. He has more than 20 years working in mental health and SUD treatment, 18 years of which are with the county or Orange Health Care Agency Behavioral Health division.
Emily Dow, MD, is a Clinical Professor and Vice Chair, Department of Family Medicine at the University of California Irvine. She is also the Medical Director for the UC Irvine Outreach Clinics.
Tawny Moreno, LMFT, is a Behavioral Health Specialist who is currently co-implementing the SBIRT program at UCI health center in Santa Ana. She has a BA in Psychology and in Sociology from California State Fullerton University. Tawny got her Master’s degree in Counseling Psychology at Argosy University, Orange County. She has over seven years working in the mental health field.
Brett O’Brien, MA, LMFT, has over 27 years experience working in the substance use disorder treatment field. He worked for the Orange County Health Care Agency Alcohol and Drug Abuse Services (ADAS) for 23 years. He served as the County’s Alcohol and Drug Program Administrator for seven years. He currently serves as the Orange County Director of Children, Youth and Prevention Behavioral Health Services where he has responsibility for the quality, accessibility, evaluation and cost effectiveness of a comprehensive community system of care for children and youth as well as the County’s prevention and early intervention efforts. From 2008 to 2014, he chaired the Criminal Justice Committee of the County Alcohol and Drug Program Administrators Association of California (CADPAAC). He also serves as a vice president of CADPAAC. Additionally, he served four years as the Chair of Orange County’s Drug Court Oversight Committee and has been an active member of this committee since 1998. He was instrumental in the development and expansion of many of the County’s collaborative court programs – including adult Drug Court, juvenile Drug Court and DUI Court. Brett holds a Master’s Degree in Counseling and is a Licensed Marriage & Family Therapist. He has been a direct provider of individual, group and family treatment services in both outpatient and residential settings. He provides leadership and expertise in the areas of alcohol and drug treatment, children’s mental health, co-occurring substance use and mental health disorders, child welfare collaborations and criminal justice collaborations.
Dirk Zirbel, PhD, has been at the University of California, Irvine (UCI) for two years as Associate Director for the FQHCs- Santa Ana and Anaheim, the largest FQHC in Orange County, seeing over 70k patients per year. Dr. Zirbel has over 25 years of heathcare experience, working in both for-profit and non-profit companies, mostly overseeing medical center operations, from single sites to 38 medical centers as COO for a 400k patient lives organization. He has a Ph.D. in Psychology; with a specialization in Industrial/Organizational Psychology.
